Our History

Rooter in Community, Growing for the Future

The Singapore Amalgamated Services Co-operative Organisation Limited (SASCO Limited) was established in 1933. Initially, our role was to serve as a coordinating body for 12 credit co-operatives, which were our founding institutional members.

In its early years, SASCO Limited’s primary objectives were to act as a central organisation that could facilitate coordination, encourage collaboration, and ensure the effective dissemination of information among the growing number of co-operative societies across Singapore.

A significant development occurred in 1982 with the establishment of the Singapore National Co-operative Federation Ltd (SNCF) at the national level. The SNCF was created to serve as the apex organisation for all co-operatives in Singapore. As a result, SASCO Limited evolved from being the lead co-operative to focusing on providing affordable, community-based programmes aimed at making a tangible difference in the lives of our citizens.

Today, SASCO Limited remains deeply committed to addressing two vital social needs in Singapore: eldercare and professional training. As a non-profit organisation, SASCO Limited is driven by a passion for uplifting lives and strengthening communities. We are proud to be an affiliate member of the Singapore National Co-operative Federation Ltd (SNCF).

In June 2022, SASCO Limited strategically expanded its reach and reinforced its commitment to professional excellence through the acquisition of CCCS International Learning Institute Pte Ltd (CCCS ILI). CCCS ILI now serves as our dedicated professional training arm. This strategic move reflects SASCO Limited’s unwavering dedication to enhancing professionalism and fostering skills development, particularly within the crucial security industry.

With the robust backing of SASCO Limited’s extensive resources, deep expertise, and long-standing experience, CCCS ILI is well-positioned to deliver exceptional training solutions. Our goal is to contribute meaningfully to the future success and continued growth of the security industry in Singapore and the wider region. This expansion underscores our core mission to effectively serve the evolving needs of the Singapore community across diverse sectors.

At SASCO Limited, we are deeply committed to maintaining the highest standards of probity, respect, governance, and transparency. We encourage all our employees and external stakeholders to voice concerns about any suspected misconduct, malpractice, or illegal activities within our organization without fear of reprisal, discrimination, or unfair treatment.

Who Can Raise Concerns?

Our policy welcomes open communication from anyone connected to our community, including:

  • All staff, management, and Board members

  • Volunteers and service users

  • Suppliers, contractors, and the general public

What Should Be Reported?

You should raise a report if you suspect wrongdoing or inappropriate behavior affecting SASCO Limited, SASCO Senior Citizens’ Home, or the CCCS International Learning Institute. Examples include, but are not limited to:

  • Financial Misconduct: Fraud, theft, embezzlement, or document falsification.

  • Corruption: Bribery, kickbacks, undisclosed conflicts of interest, or cover-ups.

  • Safety Concerns: Threats to individual health and safety or environmental risks.

  • Unethical Conduct: Harassment, abuse, or breaches of laws and regulations.

    Please Note: Personal or employment-related grievances are not covered under this policy and should be addressed through standard Human Resources channels.

Every report is treated with the strictest confidentiality. Case details are kept secure and are accessible only to designated personnel handling the assessment and investigation. SASCO Limited strictly prohibits any form of retaliation against individuals who report concerns in good faith.
